Rules & Regulations

General, Membership and Book Borrowing rules are mentioned as below:

These policies are designed to ensure that the reading public may obtain the maximum benefit from the resources and facilities provided by the Government Punjab Public Library.

Membership

  • All members of BOG shall be the Honorary Members of the Library
  • Every Pakistani is eligible to be held the membership of library
There shall be the following four categories of memberships:
  • Life Membership
  • General Membership
  • Student Membership
  • Children Membership

Granting of Membership

  • The Chief Librarian or any nominated person authorized by the Chief Librarian will have power to grant the membership
  • An application for membership will only be received on the prescribed form available in the library @ Rs.10/- is acceptable
  • Applicants shall be required to provide evidence of their eligibility for membership
  • The applicant of General/Life membership shall submit their filled and duly attested form by the Gazetted Officer of Grade-17 or above
  • Student shall submit their membership form duly attested by the Head Master, Principal, Head of Department/Dean (in case of university students, and Research Scholar)
  • The parents/guardian will stand legally responsible for any liability of child membership
  • Membership form shall be submitted along with CNIC (in case of children membership CNIC of Parents / guardian) and two passport size attested photographs
  • Only one category of membership will be granted at one time
  • Membership fee shall be charged for one year in advance except Life Membership

Members shall

  • Renew their membership annually; but not applicable for Life Members
  • Inform the Chief Librarian/Library Office for any change of address
  • Be abiding by the library rules and obligations
  • Members shall return all books, etc. to the library two weeks prior to the Physical verification/Annual Stocktaking

Borrowing

Membership Cards

  • No items shall be issued without production of a valid Library card
  • Cards shall not be transferable and the person to whom any card is issued will be held responsible for any items issued against that card unless the loss of the card is reported to the Chief Librarian/Library Office
  • Any member sub-lending reading material from the library on his library card to any other person shall do so on his own responsibility
  • Any loss must be reported immediately to the Circulation staff

Loan Allowances

  • Members shall borrow up to the limit of items allowed within their category of membership 
  • Reference material, CD-ROMs, (original) periodicals, and newspapers will not be issued. These can only be consulted within the library premises.

Period of Loan

  • All books shall be returned on or before due date
  • Books will be issued to members for one month, unless it is renewed. The renewal shall not be more than one term
  • Return as soon as possible all books that you no longer need so that other may have a chance to read them
  • Advance requisition slip for a book may be accepted form a member and registered in chronological order for issue. Such books will not be given extension
  • If book(s) is not returned on due date, the fine will be charge Rs.1/- per day per book; a reminder will be issued to the borrower after 15 days of the due date

Special Conditions

  • The Chief Librarian shall, at his discretion, impose special conditions governing the use or loan of any item

Overdue Items

  • The operation of the Library depends on all members co-operating in the timely return of items
  • The date of issue shall be indicated for each item
  • Fine shall start immediately as/when the item falls overdue and shall be on the basis of day
  • Fine and penalties levied under policy may, in exceptional circumstances, be reduced or waived/remitted by the Chief Librarian
  • No further loans will be made to members having items overdue or fine outstanding

Re-issuance of Books

  • Book(s) will be re-issued if not required by any other member. Book(s) will have to be presented at the time of re-issuance
  • License Agreements and Copyright Restrictions
  • Information resources, software applications and recordings are subject to license agreements and copyright restrictions. Access to certain electronic and/or digital services may be restricted to certain categories of membership due to license constraints

Inter-library loan

  • In special cases/circumstance the Inter-Library Loan will be allowed. The Chief Librarian will make decision after getting formal request from any Library / Corner

Photocopy

  • Members using photocopying facilities shall be bound by the terms of current copyright legislation. Only research scholars shall be allowed to photocopy/digitize the whole book. However, they shall provide the certificate issued by their respective department / university / institution where they have got registration for research
  • The charges for photocopying, digitization and e-library service shall be set by the Executive Committee
  • The digital copy shall be provided of more than 50 years old material after the formal approval of the Chief Librarian. The rate for digital copies will be decided by the Executive Committee

Damage or loss of material 

  • Book lost, damage, or mutilated in any way by a member shall have to be replaced with new one if book available in the market. Incase the book is not available in current stock the member will have to pay as under:
    • Books up to 3 years old 2 times of printed price
    • Books up to 10 years old 3 times of printed price
    • Books up to 15 years old 4 times of printed price
    • Above 15 years old 5 times of printed price

Security

  • All Library materials shall be issued before removal from the Library
  • All staff members shall be authorized to examine any items which they are taking with them when leaving the Library

Amenity 

  • Silence decorum must be maintained in the library at all times except for brief and subdued talk with the library staff. Any infringement of this rule will be punished
  • The Library is provided for the benefit of members. Any person considered to be acting in a way detrimental to this purpose will be excluded from use of the facilities. 
  • Eating, sleeping, smoking and conversation within the library premises is strictly prohibited
  • Reading material will not be kept back in shelves after use. It is to be left on the reading tables for the library staff to shelve properly
  • Members should remove all belongings from carrels and tables whenever they leave the Library. The Library shall not be responsible for the security of any personal property left within the Library
  • Library users are not permitted to make or take telephone calls within the library. Mobile phones shall be switched to silent mode in library premises
  • Library staff may ask anyone causing disturbance to leave the library
  • Do not change configuration of computers or any other equipment in the library. Government Punjab Public Library IT code of conduct must be observed while using IT applications as declared in clause 8
  • Leave your personal belongings such as handbags, briefcases, etc., outside the library entrance, on your own responsibility. The library disclaims any liability for loss or damage
  • Seats in the library cannot be reserved
  • Library Material is our national property so please does not write, underline, tear, fold or mark any material. Library Material is carefully examined on return and the borrower will be held responsible for any damage
  • Any library member caught mutilating or stealing library materials, the membership will be suspended as the severity of the offence. The offender shall be handed over to Police in case of severe offense treated as per law
  • Personal book(s) are not allowed in the library
  • The library administration has the right to take action against any member who misbehaved with fellow members or library staff within the premises of the library. This action may include cancellation of membership or banning the entry to library premises for a specified period, of the offending member
  • A suggestion box is placed at the entrance of the Library in which the members may drop their suggestions, if any, for the improvement of general / reading / facilities in the library
  • If reader has complaint about the library, he/she may not argue with the library staff. Instead, he/she should bring it in written in form to the notice of the Chief Librarian

Information Technology Code of Government Punjab Public Library

  • E-Library services will be available to Government Punjab Public Library members as well as the general public who bears Computerized National Identity Card (CNIC)
  • E-Library services will not be used for commercial purpose. If any user found using it commercially, he will be charged double fee of these services
  • Digital copy Result Gazette will only be provided to those having their CNIC, exact Roll Number and Year of Examination
  • Any misappropriate or adult nature of site will not be allowed to access. Anyone who will try to access such site will be responsible for cancellation of his session immediately and further will be liable to any penalty imposed by management Government Punjab Public Library
  • User should avoid accessing the web sites containing the material which is against our national and religious values
  • Chatting will not be allowed
  • Children will be got seated under guidance/permission of their parents / guardian
  • Any kind of USB Stick, Flash Memory Cards, External Hard Disk or CD/DVD will not be allowed to use
  • Since these are public terminals users should avoid using their financial devices such as e-banking, forex and stock exchange trading etc
  • The user must assure before leaving his seat that his email account is properly logged off/signed out
  • E-Services will be offered at such rates fixed by the Executive Committee

Emergency Clouser

  • In the event of an emergency requiring closure of the Library, members must leave immediately upon being asked to do so by the Chief Librarian. While it is recommended that coats and other personal belongings are taken, this must not delay the evacuation of the Library premises. Re-admittance to the premises shall not be permitted until it has been confirmed that the emergency is over

Library staff and work areas 

  • Library members are not allowed in staff working areas unless accompanied by a member of the Library staff

Withdrawal of library facilities 

  • Anyone failing to observe these policies may have their Library privileges withdrawn by the member of the Library Staff on duty. Persistent infringers will be reported to the Chief Librarian. The Chief Librarian will have the right to cancel the membership of the person or to make any decision in this respect
